What:
The Institute for Reform & Solutions is hosting a two-day conference titled Community Criminal Justice Days III (CCJD III): “Breaking the Cycle.” Our goal is to bring together more than 100 individuals and community stakeholders to foster conversations concerning our criminal justice system and the effect it has on our community. This year’s event takes place at Eastern Mennonite University on October 17-18, 2019. The event will attract businesses, elected and appointed officials, students and professionals, as well as nationally recognized keynote speakers. Our goal is to craft a community strategy plan to reduce incarceration and recidivism. Friday will culminate with a Candidates Forum of area legislative and other political races. This forum is geared towards building a better understanding of how legislation can help communities address issues that are harming individuals, families, businesses and localities alike.
CCJD III has been designed to serve counties and municipalities throughout the Shenandoah Valley in order to fortify relationships, embrace our neighbors, promote civility, and generate ideas for improvements in our local criminal justice systems as well as general quality of life. By sharing information about local, state, and national criminal justice issues, activities, programs, and legislation, these days represent an initial dialog between citizens, their governments, non-profit partners, and the private sector. In this way, we will successfully deliver significant, positive outcomes for our communities. Our forums, workshops, and panels are designed to educate and familiarize the public with the functions and operations of our local justice agencies while providing an overview of the related issues facing our nation today. Nationally recognized experts, as well as state and local practitioners, will present research and evidence-based initiatives which effectively address the social dysfunctions contributing to the escalating arrest and incarceration rates. Importantly, strategies will be outlined which provide communities with essential tools to join together to confront local problems.
This event offers unique opportunities for all citizens, government officials, business owners, non-profit agencies, and stakeholders in our region. Justice-involved persons and their families are encouraged to attend to lend their voices to the discussions. College and university students are also invited to attend and may collaborate to address local initiatives. Representatives of these agencies and organizations will be available for questions or comments, anxious to connect with conference participants. There will also be networking social events at Pale Fire Brewery in Harrisonburg, VA, both days after the conference.

Pamela Mason Wagner
Pamela Mason Wagner is a prime time Emmy Award winning filmmaker. A director, writer, producer she has created over forty critically acclaimed non-fiction television programs that have appeared on PBS, CBS, NBC, Fox News, Lifetime, Hallmark, Discovery, Investigation Discovery, History. She is currently producing an hour about the secret presidency of Edith Wilson for Season 2 of Smithsonian Channel’s America’s Hidden Stories. She recently produced and directed After Rikers: Justice by Design and the 8-part series No Choice for Public Square Media. Less of a reporter and more of a storyteller, she’s told stories about celebrities and scientists, serial killers and astronauts, the wrongfully accused and the rightfully convicted. She is a member of the Writer’s Guild of America and is a graduate of Dartmouth College. Currently, she lives in Staunton, VA with her husband of 34 years, composer Thomas Wagner. Together they are leading the non-profit Arcadia Project, an effort to return the historic Dixie Theater and adjacent Arcadia Building to community use.
